AR Customer Statements - email

I have setup Oracle AR to produce statements in PDF with a template, etc. It is a 2 step process with XML Report Publisher.  To the data defnition - I added an XML bursting control file.  But when I run the XML Report Publisher process, it produces the statements in PDF but does not do the bursting or look like it even calls the bursting program.  How can I debug that and is this possible to do? I am trying to e-mail the customer statements out.
