Remove e164 addressing from headers

We are connected to a carrier, that does not accept e164 addressing.  I have played with the translation rules and am about to remove the +1 from the ruri, to and from headers, but it doesn't remove it from the contact header.  Is there a way to do this with the translation rules/session translation?  Or do I have to add a separate HMR to adjust the contact?
