How do you set up Expense Report Withdraw Notification?

When withdrawing an expense report, the user receives an email notification stating the report has been sent back for revision. I located Doc ID 1920454.1 on Oracle Knowledgebase for a bug where it was using the Sent Back for Revision template, and a new Expense Report Withdraw template was added. What values are needed to be used in order to set up the Withdraw template at the navigation: Main Menu > FSCM > Enterprise Components > Approvals > Approvals > Transaction Configuration? The send back for revision template is using the Event "On Terminate", and you cannot use duplicate Event types. I have tried multiple ways and the user still receives the sent back for revision template email notification. I'm sure I'm using either
