Cannot implement financial impact on financial plans based on change order if this i ssecond change

I created a change order with a financial impact on the respective financial plans (cost and revenue plans are separate). Once the change order has been approved, I can successfully implement the financial impact on the selected financial plans. Financial plans are successfully baselined, and a new working version is created for each financial plan.

Now I create a second change order, which also has a financial plan impact. I manage to enter the updates using Edit Planned Cost and Edit Planned Revenue. This second change order is then Approved. Now I can click on the Implement Impact option, which takes me to the various impact sections. But for the Financial Impact the Implement Financial Impact button is not visible. Only View Financial Impact is visible.
