publishing attribute in CMS as well as in copy site

Hi ,

in WCS, the architecture we have one CMS site where we create all attribute, flex n summary. then we create so many  sites which have shared asset from the CMS.

When we publish any page asset from these sites then we also needs to publish the attribute (created in CMS and used in page template) from this sites apart from CMS.

Isn't it shd be that attribute published from CMS didn't need to be published from these sites, because for publishing I need to share attribute and then publish.

Therefore I get confused why created attribute in CMS if we need to publish them from each sites, it's like creating them in that site and publishing... then why we have CMS
