weblogic .out file is locked

I just upgraded to EnterpriseOne 9.2.  When I start up the weblogic BSSV instance for PY, before I was able to open the .out file in a text editor (notepad++). But now, when I tried to open it, it said "Can not open file <the .out file>.

Do you know why I can't open the .out file now but I was able to do that before?
