How to set up Labor Warranty for certain parts only

We are on 12.1.3. We have a requirement to set up a warranty on labor for certain parts. The parts are not covered just the labor to repair the parts. It doesn't appear that we can create a labor Billing Category so is there a way to set up the Coverage Template to only cover the labor on certain parts?
