Can someone advise on whether a maquilador should be setup as a separate company or a branch?

Our company has a manufacturing facility in the US and a maquiladora manufacturing in Mexico.  Today in our EnterpriseOne system we have a single company with two branches.  We do not have multicurrency turned on.  All raw material purchases, costing, manufacturing, Fixed Assets AP, AR etc. are done in US dollars.  ST/OT's are used to transport finished goods from the Mexico branch to the US branch for sale.  The Mexico facility does its own payroll, MRO purchasing in pesos, AP and GL outside of  JDE.  Our executive management is asking us to bring all our Mexico facilities functions into EnterpriseOne.
