Capturing R&D Costs in JDE E1 9.1

Anyone have any suggestions as far as capturing R&D costs in JDE?  We have a BU setup for expenses and special IA doc type for samples that are pulled from inventory.  We are now trying to capture costs where R&D uses production equipment and employees.  We are considering creating items for each new product project (RD001 for example) with a special GL class code and BOMs and Routings.  New R&D work centers would mimic manufacturing WC's and rates since they are using production department employees but they would point to the R&D BU.  I don't want to run on too
