Generate Draft Revenue issue

Hello,

I  have created one Contract Project and allocated budget. so i ran PRC: Generate Draft Revenue for a Single Project program but it was rejected due to below error

The project does not have a baseline revenue budget

*/

Already i have defined budget and status as SUBMITTED. When i check Funding inquiry screen( Billing -> Funding Inquiry)  Baselined filed is zero & Not Baselined filed is 500. It seems some issue during budget allocation.

What could be the issue.
