Cloned Single Instance database not registered with Clusterware/srvctl/oakcli

I will try to include all the details, hopefully it is not too much.  Working with the ODA and clusterware is new to me.

We are not using/licensed for RAC.  Everything is single instance EE 12.1.0.x 

Unfortunately much of the SRVCTL documentation seems to assume RAC.

I need to clone a database from from an ODA X-5 (12.1.2.3.0) to an ODA X-4 (12.1.2.5).

I used "Clone Database" in 12c Cloud Control which Copies database files using RMAN duplicate feature.

The database has been suscessfully created, but was not registered with srvctl.
