Contingent Worker - New User Creation Registration Responsibility

I am able to create new users through NEW USER RESGITRATION responsibility by the function Self Service WorkFlow Enabled Create User Name. But if the person type is contingent worker then I am not able to search them. It gives me the warning message:

"We cannot find your personal information in the system. Please correct the information you entered and try again.or click cancel to return to the portal"

Although the information entered is correct.

Any idea?
