Allow PO creation but not SO for an Item

Hello,

Is there a way to control items to allow PO creation but not SO for an Item? We have be fiddling with the Stocking type "O" to flag a newly created item because its in Product Development stage. This atleast prevents the Sales Order Creation but it also doesn't allow us to create POs. This is not working out very well and posing to much communication between Product Management and Purchasing teams.
