change assistant not working

Hello,

We try to install the latest planner ESU using change assistance, from the beginning when we try to (download and deploy) the ESU the following error appears:

when we try the download the ESU without deploy it is downloaded.

what is the problem with Change assistant and what is the best practice to install the planner ESU without change assistant?
