WFMLRSVCApp.ear file not found - oracle 11.2.0.4 in Windows server 2008 ( 64 bit)

Hi,

I am getting "WFMLRSVCApp.ear file not found" while trying to install oracle 11.2.0.4 in Windows server 2008 ( 64 bit).

the below link talks about two zip file

while in oracle site there is only one zip (file 1) that is for OpenVMS only.

any link to download oracle 11.2.0.4?
