Read only Permission on Applications

One of our employees need to get view only permission on HR module(includes standard and custom applications). So what is the best way to achieve this ?

As far as know, we need to go to each application (feeling weird ) in the HR module and add security for OK, and other update buttons (using security workbench). Is ther any other way to achieve this ?

Or can we run an application in No Update Mode(like no update reports) ?
