Is their any open source tool available for testing CTI telephony in Siebel?

Is their any open source tool available for testing CTI telephony in Siebel without the actual need of setting up telephony instance?

We are using Genesys as our middle ware however we would like to simulate our calls without the integrated environment or any middle ware. Is it possible? Are their any freeware simulation tools using which we can do so?
