Salvage value for CIP Asset in Prepare mass addition

Experts I have a question. regarding salvage value for CIP asset. In prepare mass addition form we are not able to enter salvage value amount for CIP asset but we can enter percentage. we can enter both percentage and amount  for CAP assets. As per category level default salvage value is not specified.  Is this a standard restriction if yes can you specify the why this restriction put in place
