One of the customer having issue with active sessions on change data capture after upgraded to 11g w

Ever since we upgraded to 11g a few months ago I have noticed around 40 database sessions (38 owned by SYS and 2 owned by CDCPUB) always ACTIVE running Streams.

I did not notice these sessions when we were on 10g.

Is 40 ACTIVE streams sessions normal and should they always be ACTIVE?
