Can ENG_ECO_PUB.Process_ECO API be used to list the Revised Items, associated Component Items, and A

Can the ENG_ECO_PUB.Process_ECO API be used to list the Revised Items, associated Component Items, and ADD/DISABLE actions for Change Orders that are in the Approval/Implemented stage?

If not, is there another API that can be used, instead of querying the tables?
