How to add conditional region to rtf template for 3rd level of connected query result?

When attempting to create a BI Publisher report using as a data source a 3 level Connected Query and there is a applied a conditional region to the 3 levels, for the Level 1 always shows, level 2 needs to show if Levels >1 and Level 3 needs to show if Levels >2. This works fine for the level 2, but when the same conditional region is applied to the 3rd level, there is no result at all, regardless of what the value in Levels is.

Sometimes a BOM has a component that also exists as a BOM and within that BOM a component can also be a BOM. We want to be able to show all levels in the report, similar to the online page in PeopleSoft. We also want to give the user the flexibility to identify how many levels they want to see printed. So I am creating an RTF template from a 3 level connected query. On the top level, I identify the number of levels I need to display in the report.
