Does anyone have any suggestions for Intermittent ORA-01031 errors on a two node RAC?

Does anyone have any suggestions for Intermittent ORA-01031 errors on a two node RAC?  It happens on both nodes, not necessarily at the same time. If we stop the nscd service the issue goes away and comes back when we restart it.

I've had this happen to a different database on another host before but it resolved itself before I could figure it out.  It starte after an Exadata patching session where we had the databases down.
