Dynamic Approval Group voting method is set to 'First Responder Wins'. It is not working as expected

Hi,

On R12.1.3.

AME Dynamic Approval Group voting method is set to 'First Responder Wins'. It is not working as expected.
This dynamic approval group returns two approvers, but the notification is going to both the approvers for approval serial wise and not working as any one can approve.
