After upgrade could not able to login application server

Hi

After upgrading Oracle database 11.2.0.3 to 11.2.0.4 in Window server 64 bit Done.

When I try to connect through SQL plus I can able to connect but when I try to connect through application server I can not able connect it. its showing below issues on alert logs
