Print Message Security

Hello,

We are on tools and applications 9.1.  We have users that print workorders (R31415) that should display item specific print messages.  We have a couple of users who do not get the message but when another user prints the same WO the messages appear.

We have checked the roles between the users and they are identical.  What else could be blocking this?  We know of two users having the same issue.  We also believe that it has always been like this for these users and not that something recently changed.
