How to migrate to Oracle Webcenter from Oracle Portal Version: 11.1.1.6.0?

We are on the terminal release of Oracle Portal 11g (Oracle Portal Version: 11.1.1.6.0).  We use portal for running Oracle Reports and Oracle Discoverer queries.  What are our best options to upgrade this product?  We would need to replace the Discoverer due to the java plugin support being eliminated in Chrome and possibly being phased on in Internet Explorer.  Thanks.
