Access Control for Creating New BPs

In Unifier (v.15), how can we ensure that the access control settings match the viewable BPs a users sees when they click "New".  The attached illustrates how, per access control, the user should only be able to see a select number of BPs, yet when they see the BP selection from clicking "New" they see them all.
