RSM-Edit Workflow and Data Permission synchronization

Dear All, I have a question regarding the Functionality synchronization among RSM "Workflow Permission" and "Data Permission" set for Individual users using RPM.

For our business needs, I have created few users and assigned them Roles. For individual role, I have provided Data Permission-Individual Merchandise Hierarchy privilege and Organization hierarchy privilege. So that, User for one business cannot look into the Foundation (Merchandise Hierarchy and Organization  hierarchy)  of other businesses.

Through "Workflow Permission", While I am assigning "Price Inquiry", "Promotion Constraints" workflow to the same User Roles and checking the functionality, I am seeing, irrespective of the Data Permission assigned to the roles, all the users are able to see the
