Operating Units in EBS

Hi

What exactly is the creteria for determing how many OU's need to be setup in an implementation.

Its easy to  know that based on human resources data we can decide how many business units are needed.

Similarly we know how many legal entites are needed based on legal reporting requirements.

But what are the determining factors that one should consider based on business which can tell us how many operating units should be used?
