'Add' function missing under Knowledge base > Categories

Hello,

We are looking for Add feature in Email Center Administrator > Knowledge > Categories to add new categories if supportive.

For the same we have found an Oracle note '' with the exact behavior and symptoms.

The situation is also same, we have upgraded from 12.0.6 to 12.2.3. The suggested patch '20360144:R12.JTT.C' is also applied in Dev instance for testings but still I am unable to find the 'ADD' feature on the same navigation Email Center Administrator -> Email Center Administration -> Knowledge Base -> Documents -> Categories
