CRS-1018: Resource ora.eisdb.vip (application) is already running on eisdb

I have a problem with my clusterware.

When I try to start the listener i get this error

bash-3.00$ crs_start ora.eisdb.LISTENER_EISDB.lsnr

Attempting to start `ora.eisdb.LISTENER_EISDB.lsnr` on member `eisdb`

Start of `ora.eisdb.LISTENER_EISDB.lsnr` on member `eisdb` failed.

eisdb1 : CRS-1018: Resource ora.eisdb.vip (application) is already running on eisdb

CRS-0215: Could not start resource 'ora.eisdb.LISTENER_EISDB.lsnr'.

VIP is running - But Listener depends on vip

this issue raise when we had to remove one of our node and add it back due to hardware error

bash-3.00$ crs_stat -t
