Bursting stopped working in PRODUCTION

We have been using bursting and data driven email in PRODUCTION for several weeks.  Last night the report (R42565) ran and completed, and the BIPublisher job completed - but did not burst.

I checked the RD and the bursting option is still turned on and configured the way it has always been.  I checked the XML and the XML structure is unchanged.  The burst field is a level break header, and the field is in the XML.

This has been working for weeks, then last night it did not, and all customers got 1 large PDF with everyone's invoices - not good.
