WO Parts List Location

Hi all

Does anyone have a brief explanation of how JDE chooses a location when a routing/parts list is attached to a WO?  I have had a look and believe it is related to the commitment option on the item branch/plant but can't find any literature to back this up.  Thanks in advance for any help.
