Back to Back Ordering at Inventory Org level

Hello all,

We are looking at using back to back orders in our distribution center to fulfill a government requirement.  Everything with back to back ordering seems to fulfill our requirement except for one thing.  The item setup for back to back occurs at the master item level.  We would like it to only occur in 2 of our 3 inventory organizations.  Is it possible to set up by inventory org? 

The issue is the inventory org we wouldn't like it set up in is the one where we source sales orders from INV.  Thus back to back wouldn't work.  Is back to back all or nothing?  Or can it be set up by inventory org, certain customers or some other way?
