FILTERED NAVIGATION BETWEEN REPORTS

I have created a summary report and a detailed report for the summary report. I am using the Owned By User field <User Name> to act as the Navigate column for the summary report and I have the 'Is Prompted' filter value on the <User Name> column in the Detailed report. However, when I click on the user name in the summary report and the target report opens I am getting all user names returned if I selected a user name that I know for sure is not in the target report data.
