Patch 21821802 (11.2.0.4.20) Win64 still comes up as 11.2.0.4.0

I've installed patch 21821802 (11.2.0.4.0) on Windows2012R2 64bit server .

Oracle still comes up as 11.2.0.4.0. , I was expecting 11.2.0.4.20 . Is this normal?
