MSS - Workflow question

We are starting to test MSS to see if it will work for our organization.  In particular we are looking at EE Status Changes, Promotions, Layoffs, Rehires. 

My Question is how does the workflow for MSS work?  I activated workflow ESSTSCHG. I built the F05840 EE/Supervisor table.  I built the P08730 setup records.  I went into P08720 and gave myself a raise.  I see both in the managers workbench and in workflow that the workflow is completed.   I was thinking that the workflow would go to each level above the supervisor to the manager, to the VP for approval.  Is that not how it is supposed to work?  Maybe I need help with setting up workflows for MSS?
