Why is the Save and Preview button disabled for Requisition that has one or more line sourced to PO?

Hi,

We are on PeopleSoft Financials/Supply Chain 9.1. Based on eprocurement role action settings, our user have the access to edit a requisition that has been sourced to purchase order. The edit to the fields allowed per the change template work as expected. However, the user would like to save the changes for later. When clicking the 'SAVE AND PREVIEW' button, message is returned "Save and Preview is not allowed since one or more requisition lines have been sourced to PO". Is this delivered functionality? Is there a security setting that will allow user to save changes? When clicking the 'SAVE
