Why doesn't Oracle support Series 1 code 1A on 1095-c forms

I am in heated discussions with my Benefits and Legal departments regarding code 1A for Line 14. They think that every employee should get it and none of the other Series 1 codes (1B-1E) should be used. I told them that I don't think so, based on the IRS Q&A, code 1A should only be used for an employee who is offered coverage, but does not enroll in self-insured coverage. I also remember that Kristin Emery stated that code 1A is not supported by Oracle. So I was wondering if someone could elaborate on why Oracle is not supporting code
