Timecard Approval taking long time respond

When user clicks on timecard approval notification fron work list it takes approximately 2 minutes to respond. We on on EBS 12.13 and Database version is 11.2.0.3

I found this note on Oracle metalink but found that the file version that needs to be updated is already higher than required version.
