Payable Freight does not rate correct Quantity

Scenario:

1. Shipping depot has Distance Source as 9 - Stored in Route.

2. There are multiple shipments in a load with distances as defined in Routing entries.

3. Rate schedule with one rate (Type 1 - Unit Amount, Basis Q - Looup1*Looup2, Lookup 1 is Distance in Miles - one entry for distances from 0 to 9999999999, Lookups 2 is Weight in LB - one entry for weights from 0 to 999999999; Rate table has one value - cost per LB*MI)

4. Rate definition defined for Shipment level payable.

4. Billable freight is correctly picked up from the mileage specified in the Customer Freight preference

5. However, Payable freight picks up the mileage defined for the last stop sequence for all the intermediate shipments.
