CWB – Can unused budget $ rollback to top manager instead of next line manager?

Is it possible to have the unused budget rollback to the top manager of the Organization instead of the next line manager.

 

Example) Employee A supervises Employee B who supervises Employee C who supervises Employee D. If D has a budget of $1000 and only uses $700 can the unused $300 dollars go back to Employee A to allocate instead of Employee C?
