Group record list and send every list to different group mail id

Dear Users,

I have this requirement, where I am expected to send list of contact records in the outbound email.

The records need to be grouped based on field 'site' and this will create around 70 different group of records of varying number of records in each group.

Now these list of every group must be mailed to the group head email id (email id is stored in Org data).

And this activity will be scheduled on daily basis.

Please suggest how to proceed.

Is reporting the best option? but then how to group records and schedule to different email ids.
