AP_SIB_WS.sh script "-sqnURL" parameter value

All,

As per the AP 14.1.1 implementation guide, for Slow Item Build process, to execute the script "AP_SIB_WS.sh", need to pass item management web service parameters (-wsURL [WebServiceURL] -sqnURL [Web service qname URL]) to return the reserved item numbers from RMS (parameter details screenshot attached).

Does anyone know where to get the information/values for parameter "-sqnURL"? I didn't get any information for this parameter from installed Weblogic Server console.

Any help will be helpful.
