Measure Rights in security workbook

Hi,

We need to make few measures read only in one of the planning workbook. And for those measures,  measure rights was set to read only for one user in security administration workbook. We still see the measure editable in the workbook. What could be the reason for it?  We tried setting Measure right to denied and still it didn't work.

Please provide if any inputs to achieve this through security setting rather changing the config/running regmeasure from backend.
