autoconfig issues with EBS, 12.1.3, on a 2 node system. Application tier is owned by the OS user,

we have EBS on a 2 node system.  Application tier is owned by the OS user, "ebsappl".   We use oem12c, rel 5 to monitor the E-Business suite.    OEM agent is owned by the OS user "oracle".  After adding EBS to the oem12c, I noticed dirs. and files are created, once a day,  under, $INST_HOME/admin/log/<MMDDHHMI> and $INST_HOME/admin/out/<MMDDHHMI> that are owned by 'oracle", the oem12c agent user!     It seems these are generated by the autoconfig runs.   Why these log and out files are created by the OEM12c agent owner ?  Please note that no patching is done and no manual operations are
