How do I override SUI (HM) & (H1)

I have overrode the taxes (HM) & (H1) to not calculate for one of our Tax Areas because we want the full amount to hit (H) only.  We did this by entering .0000 into the Unemployment Rate application (P079221) for that Tax Area.  This allowed us to override the taxes from being calculated. But the Gross Wages, Excess Wages, and Excludable Wages are still showing up in the Tax Tables.  This is messing up our tax reporting.  Is there a way to prevent that from happening?  We would like to override (H1) & (HM) all together.
