OTL Timecard Customization-How to make either of the fields mandatory

Hi all,

I have 3 fields on the timecard each having LOVs. Lets say A,B,C.  C is dependent on A or B.  The condition is either A or B must be selected before selecting C. How to make this condition in Timecard.
