SOE Sick balance showing zero all year long when used up in Nov.

When we had a sick balance zero out for an employee in Nov, the statement of earnings also shows zero on all past  soe's.  I would presume it would show the balance of sick on each statement for that pay period and not just zero it out all the way back to the beginning.  Is that correct?
