Planned Orders Not Converted to Batches from ASCP Workbench

We recently started encountering an issue where planned orders are not converted to OPM batches following release from the ASCP workbench.  This appears to be occurring against all preferred recipes associated with the planned order item(s).  We are accessing the workbench, marking a planned order for release, saving the record, then navigating to Plan > Release.  All appears to be normal at this time; the line shows as updated, and the action is listed as none. 

In addition, the Feedback - suggestions from APS to GMP and Auto Release of Planning suggestions for APS requests fire and complete without error.  Despite completing with a normal status, the Auto Release of Planning suggestions for APS requests log contains the following line:
